Should this be limited to hands that are heads-up on the flop, or should it include multiway flops? Also, IP floats only, right?

Yeah would need to be limited to heads up i would think and yeah if it was OOP i dont think it would be classified as a float, more of a bet vs missed cbet type stat which we already have

Just to be clear, this measures:

Turn Bets / (Turn Bets + Turn Checks)

where

1) called preflop raise
2) called flop raise in position
3) aggressor checked Turn

If so I think we already have the stat or at least we have been collecting it
